UG Commission to consider contract agreement with firefighters at Thursday meeting

A contract agreement with the firefighters, two housing projects and the sale of $13.7 million in general obligation refunding bonds are among the items on Thursday’s Unified Government Commission agenda.

The UG Commission will meet at 7 p.m. Jan. 26 at the Commission Chambers, lobby level, City Hall, 701 N. 7th St., Kansas City, Kan.

The firefighters agreement includes three agreements, for the year 2014, 2015 through 2017, and 2018. There is an addition for dispatchers.

Various levels of pay for different jobs are outlined in the agreement. For Firefighter Class V, monthly pay in 2015 is listed as $2,914.72; for 2016, $2,943.86; for July 2016, $3,002.73; and January 2017, $3,052.81. Firefighter Class I monthly pay starts at $5,374.92 in 2015; $5,428.55 in 2016; $5,537 in July 2016; and $5,647 in January 2017.

The agreement calls for a 2 percent cost of living wage increase in 2018. Paramedics will receive a 1 percent increase beginning July 2018.

Also on the Jan. 26 agenda are two Section 42 tax credit housing projects.

Whittier Residences Project at 290 S. 10th St, is an $8.5 million project on 2 acres by Cohen-Esrey Affordable Partners LLC and Community Housing of Wyandotte County. The old Whittier School will be developed into 15 apartments and there will be new construction of a 33-unit apartment complex to the west.

Prairie Fire Lofts, located between North 8th and North 9th, and between Washington Boulevard and Oakland Avenue on 12.6 acres, will be a new $15 million apartment complex. Prairie Fire Development Group LLC is developing the project.

There will be two or three phases depending on the market, according to the developer. The first phase includes four 12-unit new apartment complexes and one 44-unit new apartment complex, for a total of 92 new apartments.

Another item on Thursday’s agenda is a charter ordinance amendment to move BPU elections to August and November in order to comply with state law.

Also to be considered is a pump station force main replacement project on Leavenworth Road at 85th and 85th. Some property may be condemned for this project.

Also on the agenda is an ordinance that will allow property to be condemned for the Riverview Avenue bridge replacement near Riverview Avenue, at 69th and 70th.

The UG Commission also is scheduled to vote on setting a public hearing date of March 13 for a deannexation of a portion of Holliday Drive near Lake Quivira.

Also on the meeting agenda are several planning and zoning items:

• A change of zone from single-family to planned commercial to sell and repair appliances at 100 N. 10th St., Mariana Peredo.
• A special use permit for a drinking establishment with live entertainmenet at 508 Kansas Ave., Nadia Griffitt with Latin Quarters Inc.
• Renewal of a special use permit for removal of dirt at 3041 and 3045 N. 38th St., and 3707 Leavenworth Road, John and Vicki Cameron.
• A special use permit for a drinking establishment at 204 Orchard St., Daniel Castillo with the Mockingbird Lounge.
• An ordinance vacating utility easements at 1601 N. 98th St.

The UG Commission also will meet in a special session at 5 p.m. Thursday, Jan. 26, in the fifth floor conference room, City Hall, 701 N. 7th St., Kansas City, Kan. The commission will discuss BPU Rosedale electric utility improvements and a strategic planning presentation.
