Several projects on UG Commission meeting agenda Thursday

Several planning and zoning projects are on the Unified Government Commission agenda for Thursday, Jan. 7.

One project on 98th Street will have 270 multi-family units. The project at 1111 N. 98th St. is asking for a change of zone from agriculture to a planned apartment district for 270 multi-family units. Also, there is a master plan amendment for this same address from entertainment to medium density residential.

Also on the agenda is the approval of a plat of Ruffins Lot at Kansas Avenue and I-635, which is being developed by Phillip G. Ruffin, the former Woodlands owner, who also owns Treasure Island Hotel and Casino in Las Vegas, and is a part owner with Donald Trump of the Trump International Hotel in Las Vegas.

The Homefields project, being built on the Schlitterbahn property near 94th and State Avenue, will be back on the agenda for the passage of an ordinance to issue sales tax special obligation revenue bonds. Although this already passed Dec. 17, it is back on the agenda because the electronic agenda Dec. 17 did not have the updated version of the ordinance.

The adoption of the Central Area Master Plan also is on the agenda.

There is also a 5 p.m. UG Commission special session on Thursday with a COVID-19 update, Convention and Visitors Bureau budget and marketing plan, and casino and Schlitterbahn funds.

• A resolution authorizing a survey of land for the 7th and Central intersection improvement project.

• An ordinance amendment concerning the towing or immobilization of motor vehicles from private property and creating a criminal violation for failure to comply with the provisions.

Public hearing on closing times for bars and restaurants among items on UG committee agenda Monday night

A public hearing on closing times for bars and restaurants, under COVID-19 restrictions, is on the agenda for the Unified Government Economic Development and Finance Committee tonight.

A Zoom meeting is planned, with the EDF meeting following the Neighborhood and Community Development meeting. The NCD meeting starts at 5 p.m.

Also on the agenda for Monday night is the adoption of the second amendment to the multi-sport stadium venture agreement, which increases the tax on tickets to Sporting KC games.

This agreement would increase the ticket tax by $1.25 to cover debt service for the parking improvements and ground lease costs associated with the parking improvements, according to the agenda. The amendment would increase the ticket tax on Sporting KC tickets from $2.25 to $3.50 per ticket.

A brownfields assessment coalition grant, with the Kansas City Regional Brownfields Assessment Coalition, is on the agenda. The agreement is with the Mid-America Regional Coalition, Kansas City, Missouri and Jackson County, Missouri. The grant for $600,000 would be equally divided by coalition members, and is funded by an agreement with the EPA.

Industrial revenue bonds up to $20 million for a Kansas City Kansas Community College student housing project also are on the agenda. It is a sales tax exemption only.

In addition, the committee will consider a proposed cash and investment policy. It is part of an annual review.

Also on the agenda is an update on business efforts regarding COVID-19 and CARES Act grant funding.

A report by the UG Health Department on COVID-19 also is planned.

At the Neighborhood and Community Development Committee meeting at 5 p.m., there will be a summary of the 2020 activities of the Land Bank.

Development projects on UG Commission agenda tonight

Several developments are on the Unified Government Commission 7 p.m. agenda tonight, including a public hearing on issuing industrial revenue bonds for the Homefield project.

The UG Commission will meet at 7 p.m. for a Zoom meeting.

At 5 p.m. Dec. 17, the UG Commission also will meet in a closed, executive session on a personnel matter in the fifth floor conference room, City Hall, 701 N. 7th St., Kansas City, Kansas.

After the 7 p.m. meeting is completed, there will be a meeting of the UG Public Building Commission on Zoom.

The 7 p.m. agenda includes a public hearing on issuing industrial revenue bonds for the Homefield project, which is at the former Schlitterbahn site at 94th and State.

Also, an ordinance authorizing up to $130 million in STAR (sales tax special obligation revenue bonds) for the Village East Project, including the Homefield area, is on the agenda.

Also on the agenda is the termination of the former Schlitterbahn community improvement district.

Also on the agenda are the downtown Reardon Center project, the Legends apartments and garage project, municipal temporary notes and bonds, and the Quindaro Ruins agreement.

Another proposed ordinance would amend the effective repeal date of several emergency ordinances, extending them to December 2021. Some of these ordinances have to do with farmers’ markets and mobile food markets.

Another resolution would temporarily suspend enforcement of ordinances or portions of ordinances because of COVID-19. These also have to do with farmers’ markets, mobile food markets and exterior sales on commercial private property.

Also on the agenda is a resolution assigning and assuming the lease agreements and bond documents in connection with the $17.5 million aggregate principal amount of industrial revenue bonds for the Assisted Living Associates LLC project at 113th and Parallel Parkway.

Also, the resolution would authorize Public Building Commission Revenue Bonds to be issued to fund about $100,000 of project costs plus related cost of issuance related to the existing jail facility, and $4.375 million in project costs plus related costs of issuances for the existing courthouse facility.
