Public hearing on third phase of Village West Apartments scheduled Thursday

A public hearing and development agreement on the third phase of the Village West Apartments project are on the 7 p.m. Thursday, Feb. 27, agenda for the Unified Government Commission.

The meeting will be held at the Commission Chambers, lobby level, City Hall, 701 N. 7th St., Kansas City, Kansas.

A public hearing will be held on the third phase of the Village West Apartments project, south of Parallel Parkway and North 114th Street. Also to be considered are an intent to issue $45.7 million in industrial bonds and approve the development agreement for the project.

The industrial revenue bonds would finance the costs of acquiring, constructing, improving and equipping commercial facilities at Parallel and North 114th, according to agenda information. There would be 330 units in the luxury apartment project. A schedule has been set up for the development to make payments in lieu of taxes for the project. The NorthPoint project was discussed earlier at a Feb. 10 UG committee meeting.

Developer Brent Miles told a UG committee on Feb. 10 that these apartments should appeal to young people who want one-bedroom and studio apartments, who are 25 to 31 years old and have a high disposable income. He said the third phase development is in response to what they were hearing from consumers.

The UG’s economic development director, Katherine Carttar, told the committee that a cost-benefit analysis shows every taxing jurisdiction will benefit from the project. There is about a 19 percent return on investment, she said.

Also on the agenda are three resolutions concerning a lease between the UG and the Public Building Commission for the new juvenile justice facility and parking facilities, capital improvements to the existing courthouse and capital improvements to the existing public health building.

The special use permit application for the solid waste transfer station site in the Fairfax area of Kansas City, Kansas, has been removed from the agenda at the applicant’s request, according to the new agenda, and it has been rescheduled for consideration on March 26.

A special session of the UG Commission will begin at 5 p.m. Thursday, Feb. 27, in the fifth floor conference room, City Hall, 701 N. 7th St., Kansas City, Kansas.

The special session will then move to the ninth floor conference room for a closed, executive session on litigation. At 5:30 p.m., the UG Commission will reconvene in the fifth floor meeting room to hear community survey results.
