A joint meeting of the Unified Government Commission with the Board of Public Utilities is on Thursday’s agenda.
The special meeting begins at 4:30 p.m. Oct. 27 in the fifth floor conference room, City Hall, 701 N. 7th St., Kansas City, Kan. At the meeting, the BPU and UG Commission are scheduled to discuss right-of-way and infrastructure issues. One of the topics is placing utilities underground in areas, including along Leavenworth Road. A resolution concerning right-of-way is on the 7 p.m. agenda.
Also on Thursday’s 7 p.m. agenda is a resolution that would set a hearing date of Dec. 15 for the creation of a STAR bond district at 110th Street near Village West in connection with the American Royal development announced on Tuesday.
At the 7 p.m. meeting Oct. 27 at the Commission Chambers, lobby level, City Hall, planning and zoning items, and other items, are expected to be on the agenda.

• Change of zone from planned apartment district to TND Traditional Neighborhood Design District for retail stores at 2001 to 2015 N. 5th St, Jeffrey Hollinshed. The stores were previously opened under a special use permit.
• Change of zone from single-family district to agriculture district for an accessory building at 3835 N. 67th St., Sylvester Jackson.
• Change of zone from agriculture district to planned general business district for a two-story medical office building at 1601 N. 98th St., Matt Jensen with Boyer KCK Medical Office Building.
• Renewal of a special use permit for a law office at 6400 Leavenworth Road, John Bryanht with Bryant Law Office.
• Renewal of a special use permit for the temporary use of land to park a dump truck at 1610 N. 51st St., Esther Reed.
• Renewal of a special use permit for the temporary use of land to keep a food truck at his home at 347 N. 8th St., Adrian Bermudez.
• Renewal of a special use permit for a trucking business at 8819 Lowell Ave., William Harris Sr. with Harris Trucking.
• Renewal of a special use permit for a temporary office trailer at 10351 France Family Drive, Rory O’Connor with Grand Construction Co.
• Renewal of a special use permit for live entertainment in conjunction with a drinking establishment at 6550 Kaw Drive, Pablo Nevarez with Club El Paraiso.
• Renewal of a special use permit for a commercial driver’s license training facfility and job placement program for graduating students at 6801 State Ave., Jeffrey Steinberg with Apex CDL Institute.
• Renewal of a special use permit for a substance use disorder treatment center at 6711 State Ave., Barth Hague with Mirror Inc.
• Renewal of a special use permit for live entertainment at 2139 S. 34th St., Dallas R. Wolfe with Big Ds on the Hill.
• Preliminary plan review for a gas station-convenience store and retail space at 2425 Metropolitan Ave., Khalid Cheema with Cheema Food and Petroleum.
• Ordinance amendment concerning the keeping of hens on residential properties.
• Ordinance about where telecommunication antennas and towers may be located, to comply with recent changes to Kansas state law.
• Amendments to the City-Wide Master Plan on K-32 from the Turner Diagonal to the western city limits, extending south to the Kansas River and north from K-32, about one-half mile, including “complete streets” concepts. Bonner Springs and Edwardsville have already adopted their plans for K-32.
• Ordinance on telecommunication antennas and towers.
• Ordinance on amending the code concerning keeping hens on residential properties. Six chickens is the maximum number, and minor changes were approved by a committee.
• Resolution approving the second amendment to the Legends Auto Plaza Development Agreement (Honda) between the UG and KCK Development II. The developer has proposed two other development, which received preliminary planning approval, and is asking to remove lots 2, 3 and 4 from the development agreement.
• Schlitterbahn Vacation Village Third Plat, 98th and Parallel Parkway.
• Public hearing and resolution for industrial revenue bonds for KCK Boyer Medical Office Building, resolution of intent to issue $11 million in industrial revenue bonds for the KCK Boyer Medical Office Building project, about 40,000 square feet, at 1601 N. 98th St.
• Public hearing to amend the 1964 University-Rosedale Urban Reneal Plan. The amendments were proposed in connection with the Rainbow Village hotel development at 34th and Rainbow Boulevard.
• Ordinance to amend the UG right-of-way ordinance to incorporate Senate Substitute Bill No. 2131, which gives wireless telecommunications providers a right to build wireless facilities in the public right-of-way of municipalities, under the UG’s regulations on public health, safety and welfare. One section is proposed to be amended to add Leavenworth Road, from I-635 to K-7, to locations within the city that area required to have all facilities, such as power lines, pipes, wire and cables, to be placed and maintained underground to the extent feasible.
• Resolution to authorize the county administrator to negotiate and enter into a memorandum of understanding with the Board of Public Utilities for improvements to the public right-of-way along Leavenworth Road, I-635 to K-7.
• Resolution to set a public hearing date of Dec. 15 to consider creation of a new STAR bond district at 110th Street near the Village West attractions, in conjunction with the proposed American Royal project.
