Las Vegas salesman banned from doing business in Kansas

A Las Vegas man selling wind and solar energy units has been permanently banned from doing business in Kansas and ordered to refund nearly $20,000 to a Kansas consumer after being found in violation of Kansas consumer protection laws, Attorney General Derek Schmidt said.

Zachary Lippa, who did business as Pacific Tool and Machinery/Pacific Management Group and Pacific Tool Co., has been permanently enjoined from doing business in Kansas.

Lippa was also ordered to pay restitution in the amount of $19,425 to a Kansas consumer, as well as pay a civil penalty and reimburse the attorney general’s office for the cost of its investigation.

District Judge Teresa Watson entered the default judgment this week in Shawnee County District Court after Lippa failed to respond to a lawsuit filed by the attorney general’s office in January.

Schmidt had accused Lippa of accepting payment from a Kansas consumer for a wind and solar unit but failing to deliver the product. While some of the items purchased online by the consumer arrived, the majority did not, and Lippa failed to refund the consumer for the items that were not delivered.
