Development agreement for former Indian Springs site on Monday night UG committee meeting agenda

Two Unified Government committees will hear several items, including the development agreement for the former Indian Springs site, starting at 5 p.m. Monday, Sept. 9, at the fifth floor meeting room, City Hall, 701 N. 7th St., Kansas City, Kansas.

The Midtown Redevelopment – Foodie Park is on the agenda for the Economic Development and Finance Committee, which meets after the Neighborhood and Community Development committee.

The committee is asked to approve an ordinance with a development agreement and home rule sales tax rebate. Also, it is asked to approve the division of the Midtown redevelopment tax increment finance district into four redevelopment project areas.

In addition, the committee is asked to amend the redevelopment TIF district plan and adopt the TIF project Area 1 redevelopment project plan.

Also, the committee is asked to approve a resolution of intent to issue sales tax construct industrial revenue bonds in an amount not to exceed $20 million.

Scavuzzo’s Food Service company plans to build the KC Foodie Park at the former Indian Springs site at 47th and State Avenue in Kansas City, Kansas. The site has several buildings planned, and would serve as a hub for Scavuzzo’s food service business. It has some restaurant or other retail pad sites along State Avenue. A food service center, which is an industrial building, commercial buildings, a multi-tenant office building and a 26-acre solar energy field are part of the proposal.

The new development agreement calls for the developer to pay the UG $1.05 million for the land.

“At the last ED&F meeting, an issue was raised about developer getting the entire project site essentially for free. Accordingly, the revised agreement requires developer to pay $350,000 for 3 of the 4 parcels that comprise the project site. Developer would still get the Phase 1 property for free, but as and when developer would subsequently close on each of the Phase 2, Phase 3 and Phase 4 properties, respectively, developer would pay the UG $350,000 for each of those parcels (a total of $1,050,000),” the summary of the development agreement stated.

If the EDF Committee approves the proposed agreement, it next would go to the full UG Commission for approval at a later date.

On the 5 p.m. Neighborhood and Community Development Committee meeting are Land Bank items.

The committee also is asked to approve a transfer from the Land Bank at 641 Parallel Ave., to Erdrus LLC. Erdrus recently completed the rehab of 639 Parallel through the rehab program.

Also scheduled is an update on the Wyandotte County Land Bank Rehab Program.
