KCK, Wyandotte County closing all public facilities to in-person services on Monday

In order to curb the spread of COVID-19, the Unified Government is closing all public facilities to in-person services in Wyandotte County and Kansas City, Kansas, on Monday, March 23.

UG staff will be working remotely, according to the announcement.

“As the COVID-19 situation in our region continues to evolve, agencies within the Unified Government are evaluating how to continue to provide essential services without creating large gatherings that might put our residents at risk for exposure to the virus,” Doug Bach, UG administrator, said in a news release. “We continue to urge our residents to practice social distancing and avoid large gatherings, in an effort to minimize their risk of exposure to COVID-19.”

The UG has a list of how these operational changes are affecting different agencies, departments and services within the UG:

Planning Commission
• The neighborhood meeting requirement is suspended for the April applications.
• Detailed questions should be directed to Janet Parker at (913) 573-5758.

Urban Planning and Land Use Department
The Planning Department will be working remotely until asked to return to the office. Please contact at [email protected] or 913-573-5750 with questions.

For other Urban Planning and Land Use Department submissions and permits, read the following:
• The Planning Department and the Development Review Committee (DRC) are no longer taking in-person submissions. All submissions for the Planning Department (Change of Zone, Preliminary Plan, Final Plan, Preliminary Plat, Final Plat, Vacation, Board of Zoning Appeals, Special Use Permit, Sign Permit, or other submissions) and the DRC should be emailed to [email protected].
o Files need to be broken into emails sizes of 150 mega bites or less. Then send a separate email detailing what you sent in large files to the same email address without attachments to confirm the submission was received.
o Staff will contact you about payment of any applicable fees or issues with the files.

Neighborhood Resource Center – Building Inspections
Building Inspection staff are currently working remotely during regular business hours, for most of the division functions. In-person submissions will not be received until further notice.

(Homeowner Applications, Contractor Applications, Commercial Interior Remodels, Safe to Restore Electric Service, Gas Pressure Test, Window Replacement, and Others). Neighborhood Cleanup Activities
• Due to the widespread impacts of COVID-19, the Unified Government is postponing neighborhood cleanup activities through May, 2020. This will include Operation Brightside’s neighborhood cleanups as well as the Adop-A-Spot program.
• The Unified Government will be evaluating conditions and will determine the appropriate timing to reschedule these neighborhood cleanup programs.

Clerk’s Office – Senior Citizen Refund Programs
Two refund programs are available to seniors at this time:
• The Senior Citizens’ Utility Tax and KCKS City Sales Tax Refund Programs are in effect through March 31, 2020.
• Filing for the Homestead Property and Safe Senior Tax Refunds is available through April 15, 2020.

Human Resources
• In-person applications for job openings within the Unified Government will not be accepted.

Public Works

• Water Pollution Control Administration is closed to the public. For service, call 913-573-1300.
• Operation Brightside neighborhood cleanups are postponed through May 2020.
• Adopt-A-Spot cleanups are postponed through May 2020.
• Report illegal dumping by calling 311 or visiting mywyco.wycokck.org. The Police Department is offering a $250 reward for convictions.
Transit – Meals on Wheels
• KCATA, the Unified Government, Johnson County, Kansas, and the city of Independence, Missouri, have suspended fares on public transportation effective immediately.
• KCATA and Unified Government Transit are working to keep buses clean and disinfected.
• The department has purchased hospital-grade disinfecting foggers.
• Meals on Wheels staff are increasing personal hygiene practices throughout daily deliveries.
• Except for clients with extenuating circumstances, Meals on Wheels deliveries will be made using the “knock, drop and walk” method.

The Wyandotte County Historical Museum
• The quarterly Historical Society meeting scheduled for March 22, 2020, is canceled.
• The museum is closed to the public until further notice.
• The museum staff are working and can be contacted for questions or assistance at 913-573-5002.

Delinquent real estate
• The Unified Government’s delinquent real estate tax sale, currently scheduled for April, is postponed.

Appraisers Office
• The Appraisers Office will be conducting all appeals currently scheduled by phone or by encouraging submittal of an evidentiary appeal online, https://www.wycokck.org/Appraiser.aspx.
• The Appraisers Office will be contacting property owners and tax representatives who are currently scheduled for an in-person appeal and advise that those will be changed to a phone hearing.
• Appeals: Phone and evidentiary only will be held; in-person online submittal has been disabled, and the creation of an appeals document upload has been completed to assist the public in the easy upload of their documentation.
• Field work: All field inspections have been suspended, which include sales inspections, appeal interior inspections, building permits, and annual re-inspection processes.

Parks and Recreation
• Activities, programming, and events at community centers have been canceled.
• Reservations at George Meyn Community Center, James P. Davis Hall, and Pierson Park will be postponed until further notice.
• Parks remains open. Please remember to clean up litter and trash.

Wyandotte County Sheriff’s Office
• The Wyandotte County Sheriff has suspended visitation for inmates to prevent the spread of COVID-19 within the jail. Visitation will resume when it is deemed safe to do so.

Kansas City, Kansas, Police Department

District Court of Wyandotte County
• District Court and District Court proceedings are canceled until further notice.
• All jury trials, criminal and civil, scheduled through April 19, 2020, are continued – court will not be held.
• Jurors who received a summons for jury trials through April 19, 2020, do not need to report for jury duty on the assigned dates.
• Jury trials scheduled to commence on or after April 20, 2020, will be evaluated on a weekly basis.
• All other scheduled hearings, dockets, and court appearances will proceed as scheduled.
• People who have symptoms of COVID-19, or who have been exposed to COVID-19 should not report to the courthouse. Instead, contact Court Administration at 913-573-2940.
• The public may call 913-573-2946 or email [email protected] for assistance.

Municipal court
• Court will remain closed to all court hearings until April 17, 2020.
• Hearings will be postponed to a date selected by the clerk. This will include court hearings, reviews and trials, in addition to probation and payments scheduled during this time.
• The clerk of the court will serve notice by standard mail delivery or electronic means when available.
• The clerk will make available payment and case tracking methods for citizens on the myWyco app and at www.municourt.net.
• Bonds on Kansas City, Kansas, Municipal Court cases will be posted at the Wyandotte County Jail in accordance with current policy governing court closures. All bonds posted on Kansas City, Kansas, Municipal Court cases will be set for court appearance after April 17, 2020.
• The clerk will continue to make available customer service to citizens when and how it is feasible, however, we must remain in compliance with additional orders from local and state governing bodies.
• The administrative judge will conduct a daily review of all persons booked in the Wyandotte County Jail for Kansas City, Kansas, warrants, including Saturday and Sunday, while this order is in effect.
• In order to protect the health and safety of our citizens in the Wyandotte County Jail, including the Wyandotte County Sheriff’s Department, correctional employees and inmates, we will continue our Thursday a.m. video public defender docket as possible. All efforts will be made to limit appearances to those being detained only on Kansas City, Kansas, Municipal Court warrants.
• All bonds posted at the Wyandotte County Jail will receive a court appearance date on or after May 4, 2020.
• The court will take action where possible to postpone all scheduled jail sanctions during the closure.
• The court will re-evaluate all standing orders for work release and current sentences.

Wyandotte County District Attorney’s Office
• All in-person meetings are canceled, excluding law enforcement. The only exception to this “face-to-face” contact limitation is in preparation for evidentiary hearings.
• All police and evidentiary reports will remain available for attorneys through the normal process.

Wyandotte County Register of Deeds
• The staff is working remotely.

Election office operations plan during COVID-19 emergency
If daily operations are suspended for less than 30 days:
Voter registration
• Voters can submit voter registration applications online at https://www.wycokck.org/Election.aspx and by mail.
• Data entry requires access to the Election Voter Information System. Designated staff must come into the office to enter new voter registrations and to make any requested changes to voter records. The system does not provide remote access.
Advance voting
• Election dates are Aug 4 and Nov. 3.
The application period to request an advance ballot by mail begins April 1 and ends 7 days before each election.
• Applications are accepted earlier, but data entry does not begin until April 1st.
Candidate filing deadline
• June 1 at noon.
• All candidate filings are done in Topeka with the Secretary of State’s Office.
• The Election Commissioner or Assistant Election Commissioner can attest a filing, but candidates must deliver all filing documents, fees and petitions, or both, directly to the Secretary of State.
Election administration
• Election planning and preparation is ongoing.

Kansas COVID-19 cases rise to 44

Kansas reported an increase of 10 COVID-19 cases today, according to statistics from the Kansas Department of Health and Environment. The total number rose to 44.

An increase of seven cases was reported in Johnson County, which went from 16 to 23 positive cases, according to the state statistics. Wyandotte County cases remained at nine today, the same as Thursday.

The case numbers were updated at 10 a.m. Friday.

Dr. Lee Norman, Kansas secretary of health, said in a news conference today that they were low on test kits for COVID-19 currently, and they could run out of some supplies this weekend unless they get more. They are testing about 150 to 200 a day, he said.

They will receive a third and fourth machine to run the tests on, he said. Commercial labs now are helping with testing, he said. Four are now commercially available, he added.

He said the number of positives in Kansas is about 4 percent of the total tests given.

Johnson County is the only county in the state that has community transmission, he said. There’s less of a need to do testing when there is community transmission, he said. At a time when the flu is dropping off, if a person has a respiratory illness in Johnson County, there is less need to do testing because doctors know it’s coronavirus causing it, he said.

“That’s the justification during community transmission to not do that kind of testing,” he said. That’s different from what the public thinks, that they are short on test kits or don’t want to test people, he added.

He said they may change their testing strategies at some later date. The CDC is supportive and the state KDHE supports Johnson County’s decision to do less testing instead of more, he said. COVID-19 testing is still used for hospital patients who are the sickest, he added.

In many cases, patients without severe symptoms will be told to go home and wait until later, perhaps for another seven days after the onset of symptoms.

In Wyandotte County, the strategy on testing is a little different. Wyandotte County health officials announced Thursday night that they would aggressively track down the contacts of positive patients in an effort to stop the virus from spreading. Those contacts could be notified to self-quarantine, if necessary.

Dr. Norman said KDHE is recommending voluntary quarantines for those coming from visits to certain countries and certain counties in Colorado. The guidelines are on the website at https://govstatus.egov.com/coronavirus.

Firefighters, police, medical personnel and the food production industry are exempt from some of these quarantine guidelines.

Dr. Norman said KDHE is recommending continuation for child care facility operations and licensing, and child care is a critical service to the state.

A group is currently meeting on how to meet possible future needs of more hospital beds and equipment, he said. While there isn’t a need right now for that, they are planning in case of a need in the future.

About the increase of 10 cases today in the state, he said, “This is a trajectory we’re going to continue to see. That is why we must continue to emphasize to people, ‘Don’t be dumb.’”

People need to avoid crowds, he said. Although Kansas isn’t yet at the stage to shelter in place, like California, he said, if the number of cases continues to increase, they might look at more restrictions.

In the next week or two, there will be a better ability to project the future numbers of cases, he said.

“Every month that we get farther down the road, the closer we are to a vaccine or antiviral medications. And that’s the goal,” Dr. Norman said.

At a telephone news conference on Friday afternoon, University of Kansas Health System physicians put the emphasis on people choosing to practice good health behaviors.

Dr. Steve Stites, chief medical officer at The University of Kansas Health System, said Kansas may be seven to 10 days behind New York.

He said an opportunity has been granted to us “because we can see what’s going on in the coasts.”

People need to stay inside, not go out in groups, wash their hands, not touch their faces and practice social distancing, he said. It’s not a lot of fun, he said, but it has to be if people want to shorten the length of the curve.

Elective surgery procedures are being limited at KU Hospital, he said, as well as at other hospitals, in an effort to conserve resources in case they are needed for COVID-19.

Telemedicine, already in effect here, is being ramped up to serve patients in the KU Health System, he said.

There was also information presented on the changing visitor policy at the hospital, and the difference between self-quarantining and isolation.

The list of positive COVID-19 cases on March 20 in Kansas included:
Butler County, 2; Cherokee County, 1; Douglas County 1; Franklin County, 1; Jackson County (Kansas), 1; Johnson County, 23; Leavenworth County, 2; Linn County 1; Morris County, 2; Sedgwick County, 1; and Wyandotte County, 9. In addition, Ford and Miami counties have reported 2 positive cases from out-of-state residents; those numbers are posted in the residents’ home states.

BPU customer service lobby closed

The Board of Public Utilities customer service lobby has closed, in keeping with federal guidelines to reduce the number of persons gathered in one place and reduce the risk of exposure to COVID-19.

BPU had earlier announced it will not disconnect utility service for nonpayment, as customers and communities are facing potential hardship from the coronavirus, a spokesman stated. The temporary moratorium includes residential and business customers.

A BPU spokesman stated that the Centers for Disease Control is recommending limiting person-to-person contact amid the coronavirus in the communities. BPU’s primary objective is to protect and keep customers and the community safe, according to the spokesman.

Those who pay their bills in person will still have quick, easy and convenient ways to pay their monthly utility bill remotely, according to the spokesman.

Methods of payment include:
• Online at www.BPU.com, available 24 hours a day, seven days a week using a credit card or savings or checking account. Available in English and Spanish, payments are posted the next day.
• By phone – dial 1-855-278-2455 (1-855-BPU-BILL), using a credit card or savings or checking account.
• Auto-withdrawal – automatic check withdrawal allows your payment to be made from your savings or checking account on a monthly basis. Call 913-573-9190 to enroll.
• U.S. mail – mail your payment to BPU at P.O. Box 219661, Kansas City, MO 64121-9661 in the return envelope provided with your monthly bill.
• Self-service payment kiosks and payment drop box – available 24/7, just inside the BPU lobby doors located at 540 Minnesota Ave., KCK.

BPU has temporarily waived fees to use PaySite kiosks to make payments. PaySite kiosks accept cash and checks.

Customers are encouraged to stay current with their bills to avoid getting too far behind, and if anyone has any BPU billing or customer service questions, they may call 913-573-9190 and a utility representative will assist them, the spokesman said.

Residential customers who are financially affected by the COVID-19 outbreak can set up payment arrangements by calling 913-573-9145. Residents who feel they will be facing a financial hardship may call and make payment arrangements as quickly as they can, the spokesman said.

Even though BPU has discontinued utility disconnects, customers will continue to receive reminders, including collection notices and calls, as these remind customers of past-due balances and status of their accounts, the spokesman stated.

BPU is closely following the Centers for Disease Control’s (CDC) guidelines and recommendations on the steps it can take to help prevent the spread of the virus, the spokesman stated. BPU’s goal is to avoid any disruptions to normal electric and water service and minimize disruptions to support resources. BPU will continue to closely monitor this situation and do all it can to protect its customers, employees, and the general public, the spokesman said.
