Some economic development projects are on the Thursday, Oct. 12, Unified Government Commission meeting agenda.
An ordinance would authorize issuing up to $150 million in industrial revenue bonds for RELP Turner LLC, the Amazon project. According to agenda information, the UG Commission previously adopted a resolution in June with its intent to issue $310.5 million in IRBs for this project. Since then, it has received incentives from the Kansas Department of Commerce, which results in the request for not more than $150 million in bonds.
Another agenda item would authorize the UG to enter into an assignment and assumption of development agreement at the Legends Auto Plaza. It is with KCK Development II Inc. and CAR BAX Ks PAR LLC. According to the agenda, this came about because of a change in ownership.
Another item on the agenda would set a public hearing date to consider the creation of the Turner Vista Redevelopment TIF (tax increment financing) District on the southwest corner of State Avenue and College Parkway. If approved, the public hearing would be Nov. 16.
According to agenda information, this district would include one or more project areas with some or all of these uses: residential including apartments, mixed use commercial retail, restaurant uses and other commercial structures. There are more than 38 acres in the area, and it includes the current Redwood Gardens apartments area.
Some of the other items on the agenda for Thursday include:
– A grant opportunity through the Kansas Department of Corrections for youth services. Several positions would be funded by the grant.
– A resolution authorizing a survey for Bridge No. 66 over Little Turkey Creek, west of 86th Street and Kansas Avenue. An ordinance would be submitted later to authorize the use of eminent domain and to acquire land parcels.
– An ordinance authorizing UG attorneys to institute eminent domain proceedings for Leavenworth Road from 38th Street to 63rd Street along Leavenworth Road, for the electrical distribution and transmission lines above and below ground.
– A resolution allowing special assessments for public improvements to be abated for any property acquired by the Wyandotte County Land Bank.
– A presentation on a study of the north loop of Interstate 70 in Kansas Cit, Mo., including the Broadway Bridge.
A presentation on the Lewis and Clark Viaduct project, Phase 1, presented by the Kansas Department of Transportation.
– A resolution authorizing the honorary street designation of 7th Street Trafficway between Minnesota Avenue and Tauromee Avenue as “Marinovich Way.”
– Presentation of police awards.
– Naming of voting delegates to the Kansas Association of Counties conference.
– The appointment of Rachel Jefferson to the REACH Foundation’s Community Advisory Committee.

The UG Commission also will meet at 5 p.m. Thursday, Oct. 12, in the lobby level, Commission Chambers, City Hall, 701 N. 7th St., Kansas City, Kansas. According to the agenda, the meeting will recess from the commission chambers to the ninth floor conference room for a closed, executive session regarding the UG administrator’s review.
