Animal control, digital billboard ordinances on UG agenda for Thursday

Animal control and digital outdoor advertising are back on the agenda for the 7 p.m. Jan. 29 Unified Government Commission meeting.

The meeting will be held at the Commission Chambers, lobby level, City Hall, 701 N. 7th St., Kansas City, Kan.

Before the 7 p.m. meeting, the UG Commission will meet in a special closed session at 5 p.m. Jan. 29 on the 9th floor, conference room, City Hall. A closed session will be held on litigation.

Then, at 6 p.m. in the fifth floor conference room, Suite 515, at City Hall, another special session is planned for a Mid-America Regional Council presentation on Homeland Security and 911.

The agenda for the 7 p.m. UG meeting includes ordinances on animal control and digital outdoor advertising, as well as several planning and zoning items.

While the commission has already voted to approve the changes to the animal code, the commissioners will be asked on Jan. 29 to approve an ordinance that includes these changes, according to the agenda. The UG has been working on the language of the ordinance. The entire ordinance is available on the agenda, online at www.wycokck.org under the Jan. 29 agenda information. The ordinance changes the number of dogs and cats allowed to three each, and implements a trap, neuter and release policy, as well as some other changes.

Three digital outdoor advertising ordinances return to the agenda. The ordinance changes were discussed at the Dec. 18 meeting. The ordinances would allow digital outdoor advertising in Kansas City, Kan. One of the proposals was for the companies that have digital billboards to remove twice the amount of space on old billboards before being approved for the new ones. Another ordinance adds digital outdoor advertising services to the occupation tax list. A third sets the amount of tax.

According to the ordinance, as set out in the agenda, the occupation tax for digital outdoor advertising of less than 300 feet will be $2,500, and the occupation tax for digital advertising of 300 square feet or more would be $10,000 per year. The tax would apply to all persons engaged in the businesses, according to the ordinance. However, a different figure was discussed at the Dec. 18 UG meeting. At that meeting, the amounts discussed for the occupation tax were $680 for under 300 feet, and $2,718 for over 300 feet per year.

Planning and zoning items on the consent agenda for the meeting include:

– Special use permit for a day care center at 3202 W. Barker Circle, applicant is Rhonda Hall-Smith with Dimples and Diapers.
– Ordinance rezoning property at 5430 State Ave., from limited business district to single-family district.
– Ordinance rezoning property at 4458 State Line Road from limited business district to traditional neighborhood design district.
– Ordinance rezoning property at 81 N. Mill St. from single-family district to traditional neighborhood design district.
– Ordinance rezoning property at 240 S. 65th St., planned general industrial.
– Ordinance rezoning property at 2933 S. 47th St. from agriculture and limited business districts to planned limited business district.
– Ordinance vacating utility easements at 10621 Parallel Parkway.
