Winter weather advisory issued for Thursday; sleet, freezing rain, snow possible

A winter weather advisory will be in effect from 8 a.m. through 3 p.m. Thursday, Jan. 11, according to the National Weather Service.

Light freezing rain and a wintry mix are expected from 8 a.m. to 3 p.m. Thursday, the weather service said. The ice will result will result in very slippery conditions on sidewalks, roads and bridges, resulting in difficult travel conditions.

A total ice accumulation of several hundredths of an inch is possible, according to the weather service.

Wet surfaces from morning rainfall and light freezing rain will freeze and become slick and hazardous as temperatures fall below freezing, the weather service said.

Residents can expect rain after 1 a.m. tonight, and a low of 33. About a quarter to half-inch of rain is possible.

On Thursday, rain showers and freezing rain are possible before 11 a.m., with snow showers also possible. A winter mix of snow showers and possibly freezing rain will continue between 11 a.m. and noon. After that, there is a slight chance of snow, according to the weather service.

Temperatures will fall to about 19 degrees by 5 p.m. It will be windy on Thursday, and new ice accumulation of less than a tenth of an inch is possible, along with snow accumulation of less than a half-inch.

Thursday night, the low will be around 10, with a wind chill reading between minus 2 and 3. A north northwest wind of 8 to 15 mph may gust as high as 26 mph.

Friday will be cloudy with a high near 25, and a wind chill of between minus 2 and 8. The north wind will be 6 to 8 mph.

UG Commission scheduled to meet Jan. 11

The Unified Government Commission is scheduled to meet at 7 p.m. Thursday, Jan. 11, at the Commission Chambers, lobby level, City Hall, 701 N. 7th St., Kansas City, Kansas.

On the agenda is a proposal for a special use permit for 12 adult patient beds at KVC at 4300 Brenner Road. The location is near North 59th and the Missouri River.

According to information from the UG agenda, a special use permit in 1984 allowed beds for psychiatric care for older children and adolescents. This action would amend the special use permit to also allow adult patients. According to the agenda, the space would be leased to the University of Kansas Health Systems.

The city Planning Commission approved the amendment on a 5-2 vote on Nov. 13. Ten persons opposed the change, including four speakers who live near the facility. Four persons who spoke in favor of the change worked for KVC.

According to the agenda, the planning staff toured the facility and believes that security systems are adequate for keeping the adults and children separate, unless there is human error. The adults and children are in the same building. The children and adults are on different floors. According to the agenda, this 12-bed facility would be absorbed into another facility at a different location in the spring of 2019.

Several other planning items are on the Jan. 11 UG agenda. They include:

• 611-607 N. 6th St., change of zone from planned general business district to traditional neighborhood design district for a modular pop-up shop, Megan Painter with CHWC. An arts incubator space is proposed to be built on the lot that currently houses Epic Park.

• 102 S. 64th St., renewal of a special use permit for a garage to store two cars, Andrew and Christopher Fein.

• 616 S. Valley St., special use permit for a staff parking lot at John Fiske Elementary School, Kansas City, Kansas, Public Schools.

• 6801 Inland Drive, renewal of a special use permit for the temporary use of land for a trailer, BHC Rhodes.

• 5201 and 5204 N. 97th St., renewal of a special use permit for the temporary use of land for storage of landscaping materials, Blake Watson with Nature’s Touch.

• 5205 and 5159 Farrow Avenue, vacation of pedestrian right-of-way between the two addresses, Kansas City, Kansas, Public Schools, the purpose is to vacate the right-of-way to close pedestrian access to Welborn Elementary School.

• 745 Walker Ave., preliminary and final plan review for a church campus, the Rev. Glen Brady with New Bethel Church.

• 7331 Holliday Drive, an ordinance rezoning property from single family district to planned non-retail business district.

• 342 S. Bethany St., an ordinance vacating right-of-way.

• A resolution that establishes a schedule of UG Commission and Standing Committee meeting dates and times, from February 2018 through January 2020.

• North 51st Street, north of Cleveland Avenue, a resolution authorizing a survey to construct a new box culvert to reduce downstream drainage, and to repair a bridge.

• North 34th, south of Georgia Avenue, a resolution authorizing a survey for constructing a new box culvert, and repair of a bridge.

• North 11th Street, north of Troup Avenue, a resolution authorizing a survey for the construction of a new box culvert and a bridge.

• An ordinance authorizing UG attorneys to start legal proceedings to acquire property for a Safe Routes to School project, Edison Elementary, Noble Prentis Elementary and William Allen White Elementary.

• Nomination of J.D. Downs for the Golf Advisory Board, submitted by Commissioner Gayle Townsend.

• Nomination of Korri Hall-Thompson for the Library Board, submitted by Commissioner Townsend.

• Agreements with the Plumbers Local 8, and Construction and General Laborers Local 1290 are on the agenda.

• A resolution to set a public hearing to designate a Neighborhood Revitalization Area and adopt the 2018-2020 Neighborhood Revitalization Plan also is on the agenda. The hearing would be at 7 p.m. Feb. 8 at the Commission Chambers, City Hall, if the date is approved.

Two taken to hospital after SUV overturns on I-70 to 78th Street ramp

A Honda sport utility vehicle overturned on westbound I-70 at the on-ramp to 78th Street this morning, according to a Kansas Highway Patrol trooper’s report.

One person was injured and one had a possible injury as a result of the crash, according to the report. The accident happened around 8:55 a.m. Jan. 10.

The SUV was westbound on I-70 at the on-ramp to 78th Street when it drifted off the road to the south, striking a Kansas Department of Transportation sign, and then overturning, the trooper’s report stated.

The driver, a 64-year-old man from Kansas City, Kansas, was injured and taken to a hospital. A passenger, a 55-year-old woman from Kansas City, Kansas, had a possible injury and also was taken to a hospital, according to the report.
